Can I take an interest-free loan to go to Hajj?

Sayyid al-Sistani says a debtor cannot go to Hajj until his/her debt is paid. Is it permissible for one to take an interest-free loan from a non-Muslim bank to cover the cost of Hajj?

If the person’s assets exceed their living expenses to an extent they suffice the cost of Hajj but they do not use it for that purpose, and instead choose to take a loan to cover the cost of Hajj, they would be considered capable (mustatee’) of performing Hajj (hence, they can use the borrowed money for the Hajj costs), otherwise not.
