Can the wife initiate a divorce?

Is it allowed to ask for a divorce from a husband who does not do his responsibilities and shows a bad temper? Is there any fine for a wife to do so?

Divorce should not be the first resort for a married couple who is having problems, rather it should be the last resort. In all cases, the husband is not obligated to give his wife a divorce if she asks for it. However, if the wife is not fond of her husband and has an aversion to him to the extent that she will not fulfill her marital duties towards him, and asks for a divorce, she must offer her husband something from her dowry (mahr) or some of her other property, and if he agrees to it and divorces her, the divorce would be considered khul’, meaning that it is irrevocable, where he may not return to his wife during her waiting period (iddah) without a new marriage contract, unless the wife declines to give the property to her husband, then he can return to her and re-establish the marriage during the waiting period without a new marriage contract.
