How to purify a wound for wudu?

What if the wound on the arm is too high, and it cannot be put under tap water? Can I remove the blood and wipe it with a wet tissue/hand? Would the water that remains on the arm najis.

Water must reach the impure hand, therefore, you should wet a cloth and squeeze the water onto the wounded area, or use a small container and pour the water over it, after you have removed the bloodstains. As for the wetness that remains on the hand it is pure, however, the water that falls off during the process of purification is mutanajjis if the water used is not connected to tap water.
