Is wudu valid with nail polish on?

Is it permissble to do wudhu and prayer when the toenails are painted with nail polish? I have been told it is ok if the last toe does not have nail polish on it.

Sayyid al-Sistani says that generally a woman must remove the nail polish before doing wudhu or ghusl, however, in the case of the feet, it is permissible to do wudhu (only) and wipe from the front of the toe that does not have any nail polish to the joint of the foot (and then perform prayer). Which toe is unpainted and used for wiping is inconsequential.

258. After wiping the head, one should wipe with the moisture present in one’s hands, one’s feet from any toe of the foot up to the joint.
