Am I allowed to break my fast for Qada of Ramadan?

I have a question about this ruling (1709) from the following Islamic Law by Sayed Sistani:A person who observes a qadha for the fast of Ramadhan can break his fast before Zuhr.
However, if the time for qadha fast is short, it is better not to break it. So if I make up a qadha fast from Ramadhaan, I can break it before Dhuhr. Under what conditions can I break the fast before dhuhr? Does that count as the qadha fast or do I have to keep a full day fast on another day?

Yes, you may break a qadha (make-up) fast from the holy month of Ramadhan before dhuhr (the zenith or noon prayer). There are no conditions under which you would break the fast before dhuhr, the condition is that if you decide to break that fast, it must be done before dhuhr. It is not counted as a complete fast and you must still make-up the missed day of the month of Ramadhan.
