Can a traveler lead a congregational prayer?

I am in a city that is about 1.5 hours away from the city where the Islamic center is located and whenever I travel to the Islamic center during Muharram or any other event I normally shorten the salat and pray Qasr. And now in Ramadan I am travelling again to the same center but not everyday I go only on the main events and I normally leave my house at around Asr time and reach the center just before Maghrib. My Questions: 1. Do I need to perform Qasr Isha Salaat? 2. Is my Fast valid? 3. Can I lead the prayer if I am asked to?

The answers are as follows: 1. Your prayer will be qasr. 2. Your fast is valid if you travel after the zenith (dhuhr). 3. A traveller may lead a congregation of non-travelers.
