What should the niyyah be for the fasting on the last day of Shaban?

What is the appropriate niyyah for fasting on the last day of Shaban. It is a small possibility and has occurred in the past when a witness regarding a moon sighting is later confirmed and the 30th of Sha’ban converts to the first of Ramadhan. Just for that possibility, should the niyyah for the fasting on the last day of Sha’ban be any different?

The intention can be one of the following:

i. A Recommended/make-up/nadhr fast of last day of Sha’ban.

ii. The actual reality (al-amr al-waqe’ie).

iii. Dual intention: If from Sha’ban or if from Ramadan. Yes, one may find out that on the last day of Sha’ban that it is indeed the first of Ramadhan, in which case he will change his intention to fasting the first day of the month of Ramadhan.
