Is tatbir permissible?

Is tatbir (i.e., self-flagellation as a commemoration of Imam Hussain’s martyrdom) allowed? If it is not allowed, then what is permissible?

His eminence al-Sayyid al-Sistani has abstained from issuing a verdict regarding tatbir, hence, one can refer to the next most learned jurist and emulate them in this regard.
